What happens if a bidder’s card is declined? 

First, try to reach the bidder with the declined card. Cards are usually declined because a bank flags the charge as suspicious, or the bidder went over their credit limit and needed to add a new card. 

If the bidder doesn’t answer any attempts at contact, you can always sell an item to the under bidder.
